This medium-severity flaw, tracked as CVE-2026-20262, poses a significant risk to the affected products, including Cisco Catalyst SD-WAN Manager On-Prem, Cisco SD-WAN Cloud-Pro, Cisco SD-WAN Cloud (Cisco Managed), and Cisco SD-WAN for Government (FedRAMP).
The vulnerability stems from inadequate validation of user-supplied input during a file upload process, allowing an authenticated, remote attacker to create or overwrite any file on the filesystem of an affected system. This could potentially elevate an attacker's privileges to the root level, but successful exploitation requires the attacker to already possess valid credentials with at least write access.
What makes this issue particularly concerning is the fact that it has been actively exploited in the wild. Cisco became aware of this limited exploitation in June 2026 during internal security testing. The company has shared indicators of compromise, urging customers to audit the '/var/log/nms/vmanage-server.log' for suspicious WAR file uploads. These indicators include attempts to deploy malicious code and interact with it, although they may not consistently appear in every incident log.
This vulnerability is not an isolated incident. It is the eighth security flaw impacting Cisco SD-WAN this year, following a series of other vulnerabilities, including CVE-2026-20245, CVE-2026-20182, CVE-2026-20127, CVE-2026-20122, CVE-2026-20128, CVE-2026-20133, and CVE-2022-20775. Some of these flaws have been attributed to an advanced persistent threat (APT) actor named UAT-8616.
The severity of this situation has prompted the U.S. Cybersecurity and Infrastructure Security Agency (CISA) to add the flaw to its Known Exploited Vulnerabilities (KEV) catalog. This requires Federal Civilian Executive Branch (FCEB) agencies to apply the fixes by June 29, 2026. The timely response from CISA highlights the critical nature of this vulnerability and the potential impact on national security.
